What is Property Mutation (Dakhil Kharij)?
Property Mutation (also called Dakhil Kharij in Bihar/West Bengal, Khata Transfer in Karnataka, Naam Chadhao in UP/Rajasthan, or Property Transfer in Urban areas) is the official process of updating the government land records (Khasra/Khatauni/Revenue Records) to reflect the new owner's name after a property is purchased, inherited, or received as a gift.
Important: Registration at Sub-Registrar gives you legal ownership, but mutation updates the Revenue/Municipal records which are essential for paying property tax, getting utility connections (water/electricity), and future re-sale.
