What is the Unified Pension Scheme (UPS)?
The Unified Pension Scheme (UPS) was approved by the Union Cabinet of India in August 2024 to provide assured pension, family pension, and minimum guaranteed pension benefits to central government employees. Under this scheme, retiring employees receive a predictable monthly pension, which is inflation-indexed, along with a lump sum benefit upon superannuation.
How is the UPS Pension Calculated?
- Assured Pension: 50% of the average basic pay drawn in the last 12 months before retirement. This is applicable for a minimum qualifying service of 25 years. For shorter service periods (minimum 10 years), the pension is pro-rated.
- Minimum Guaranteed Pension: Retiring employees with at least 10 years of qualifying service are assured a minimum pension of Rs. 10,000 per month.
- Family Pension: Upon the demise of the pensioner, the spouse receives 60% of the assured pension amount.
- Retirement Lump Sum: Calculated as 1/10th of monthly emoluments (Basic Pay + DA) for every 6 months of completed service. This is paid in addition to gratuity.

2. What is the difference between UPS and NPS?
The UPS provides a guaranteed pension equal to 50% of the last 12 months' average basic salary (for 25 years of service). In contrast, NPS returns are market-linked and depend on the performance of selected pension funds and annuity purchases.
3. Is the pension under UPS inflation-proof?
Yes. The UPS features inflation indexation through Dearness Relief (DR), which adjusts the pension payouts based on the All India Consumer Price Index (AICPI-IW) revisions periodically, protecting your purchasing power.
